Utilities and services
Councils are responsible for a wide range of utilities and services that we all rely on, from rubbish and recycling to street cleaning. Councils are currently also responsible for managing waste water, storm water and drinking water infrastructure – the ‘Three Waters’. But that may be about to change, with central government seeking to shift the delivery of Three Waters services to four new larger entities, which could borrow enough to upgrade the country’s water infrastructure.

Facilitate a better recycling regime to mitigate waste.
Get the combined WCCO right to avoid burdening future generations with high costs and poor service.
Recover dog control costs from those who do not manage their dogs, not through increasing registration fees.
Collaborate regionally and plan strategically to meet national standards on water to improve efficiency and protect ratepayers.
Retain local control of water services under the local water done well joining with other Wairarapa councils to form a regional entity.
Review rubbish and recycling contracts to find cost savings while maintaining reliable collection.
Improve rubbish and recycling services to reduce waste, protect the environment and keep Carterton clean and sustainable.
Manage animal control and dog licensing to ensure public safety, support responsible ownership and protect community wellbeing.
Provide safe drinking water, reliable wastewater and sewerage services to protect health and meet Carterton's future needs.
Ensure more residents are aware of and use the website's service request function for easy, quick reporting of issues and concerns.
Work to ensure Carterton's long-term water needs are prioritised by the new Waters Entity and that the agreed ring fencing is respected.
Ensure adequate investment in Three Waters assets to maintain quality in the likely event they transfer to a joint entity.
Reduce the amount of waste sent to landfill even further with significant savings to ratepayers.
Look to share more services with Masterton and South Wairarapa councils to achieve efficiencies and cost reduction.
