Horizons Regional Council

The Horizons Regional Council is the regional council for the Manawatū-Whanganui region. It makes decisions about managing resources in the region, such as air, water, soil and the coastline. It also carries out plant and pest control, helps prepare for natural disasters, and is involved in regional transport. The council is made up of 14 councillors. Councillors are elected to represent constituencies (areas in the region). four councillors will be elected from the Palmerston North constituency. This is a first past the post (FPP) election, so you vote by ticking the name of your preferred candidate on your ballot paper.   • Fix the consenting process where landowners' consents are not being renewed because of an aspirational interpretation instead of using data.

    Promote and grow catchment groups with landowners who are improving water quality using local knowledge.

  • Ensure all waterways and rivers are clean, safe and inhabitable.

    Support Horizons' Oranga Wai strategy, accelerate riparian planting and strengthen freshwater farm plans to restore water quality.

  • Develop a long-term vision for freshwater and identify appropriate actions through discussion with tangata whenua and our communities.

    Enhance aquatic biodiversity via fish passage, riparian planting and fencing programmes and contestable funds for community-led projects.

    Restore and protect the health of waterways: stop further degradation, reverse damage and bring freshwater ecosystems to a healthy state.
