Horizons Regional Council

Palmerston North General Constituency
The Horizons Regional Council is the regional council for the Manawatū-Whanganui region. It makes decisions about managing resources in the region, such as air, water, soil and the coastline. It also carries out plant and pest control, helps prepare for natural disasters, and is involved in regional transport. The council is made up of 14 councillors. Councillors are elected to represent constituencies (areas in the region). four councillors will be elected from the Palmerston North constituency. This is a first past the post (FPP) election, so you vote by ticking the name of your preferred candidate on your ballot paper.   • Improve Māori participation in decision making.

    Ensure community voices are represented when making key decisions.

  • Build meaningful relationships with iwi/Māori rather than transactional relationships to ensure effective engagement.

    Ensure council workers are housed in safe, appropriate conditions and are paid a living wage.

    Increase public access to engagement by starting monthly drop-in sessions to encourage people to engage on issues that are affecting them.

  • Hold quarterly meetings with local businesses to hear their concerns, support wellbeing and strengthen Palmerston North's economy.

    Survey residents for their feedback.

  • Encourage and uphold transparency, integrity, accountability, efficiency and effectiveness in local decision making and council processes.

    Provide clarity about how and when communities can engage in local decisions about different issues, assets, plans and other matters.

    Undertake representation reviews as required under the Local Electoral Act 2001 and ensure fair and effective representation.

  • Improve communications to ratepayers, especially around annual and long-term plan consultation.

    Inform affected landowners about large-scale urban developments they may not be aware of.
