Horizons Regional Council

Whanganui General Constituency
The Horizons Regional Council is the regional council for the Manawatū-Whanganui region. It makes decisions about managing resources in the region, such as air, water, soil and the coastline. It also carries out plant and pest control, helps prepare for natural disasters, and is involved in regional transport. The council is made up of 14 councillors. Councillors are elected to represent constituencies (areas in the region). two councillors will be elected from the Whanganui constituency. This is a first past the post (FPP) election, so you vote by ticking the name of your preferred candidate on your ballot paper. Protecting the environment and managing natural resources is a key responsibility of regional councils. Regional councils are often also involved in pest control and resource management.

Protecting the environment and managing natural resources is a key responsibility of regional councils. Regional councils are often also involved in pest control and resource management.

  • Continue mapping natural inland wetlands per 2024/25 plan with additional resourcing in the 2025/26 plan including constructing the Arawhata wetland complex.

    Continue to implement the regional pest management plan including 66 species of plants, possum and rook control including rabbit and wallaby monitoring.

    Support and enhance community science and mātauranga monitoring per 2024/25 and 2025/26 plans.

  • Revisit basic principles of reduce, reuse and recycle waste, focusing on plastic and energy use and waste.

    Provoke and ensure council is inclusive in plans for civil defence and emergency response that supports the elderly, disabled and multi-language needs.

    Champion capacity and leadership of conservation, pest control and restoration and ensure focus on user-pays services to promote responsibility.
