Horizons Regional Council

Whanganui General Constituency
The Horizons Regional Council is the regional council for the Manawatū-Whanganui region. It makes decisions about managing resources in the region, such as air, water, soil and the coastline. It also carries out plant and pest control, helps prepare for natural disasters, and is involved in regional transport. The council is made up of 14 councillors. Councillors are elected to represent constituencies (areas in the region). two councillors will be elected from the Whanganui constituency. This is a first past the post (FPP) election, so you vote by ticking the name of your preferred candidate on your ballot paper.   • Implement local communications channels and Have Your Say initiatives for clarity and awareness to promote engagement in more local decisions.

    Release funds to reduce rates dependence by changing base of HRC trust investment fund to a higher yield proactive local asset.

  • Conduct annual Horizons image, perception and knowledge surveys to monitor progress against the plan if not done so already.

    Encourage more community partnerships, including with iwi, to help wetland, biodiversity and biosecurity programmes and build a larger workforce.

    Increase regular engagement with the public, especially on what it is that Horizon does owing to lack of awareness and perception of not providing value for money.
